Swingley的答案应该是公认的答案，但由于我知道这很常见，因此我将其作为替代：制作一个现有的空9.3地理数据库的副本。

在每个ArcGIS版本中，我都会创建一个空的文件地理数据库和一个空的个人地理数据库，并将它们存储在网络驱动器和USB上。每当我需要新的数据库时，只需从存储库中复制一个地理数据库即可。
