导致Tracert输出中重复地址的原因是什么导致互联网访问变慢

ISP: Comcast
Router: Netgear N 600
OS: Windows 10 (2 different machines: HP Zbook G3 and Toshiba Ultrabook) and iPad (old series 3 IOS 9) iPhone 6 (IOS 10)

问题：东芝机器的互联网性能经常变得非常糟糕（无法使用）。在其他时候它很好。所有其他设备工作正常没有问题。

我看过所有正常的恶棍（CPU，网络连接速度等），它们看起来都很好。我看过这两台机器的IPv4配置，它们看起来很相似，我已经刷新了DNS缓存，但似乎没有任何区别。两台机器上的MTU尺寸相同。 IPCONFIG RELEASE/RENEW没有任何区别。

我能看到的唯一奇怪的事情是，当我从慢速机器运行tracert到www.Google.com时，我得到如下所示的输出（跟踪＃1），但是来自正常工作的其他Windows机器（ZBook），我得到一个更正常的Tracert显示如下所示（跟踪＃2）（注意：来自iPad的tracert给出了相同的“正常”响应）。两个tracerts都在同一时间完成。Google.com旁边的其他网站也存在同样的问题 - 我只是将Google用作插图。

当我从东芝访问本地局域网上的“本地网络”资源时，一切正常，数据移动得很好。我已经复制了大文件，查看视频等没有任何问题，让我相信路由器的另一边发生了什么事情，但为什么一台机器会如此糟糕而另一台机器好呢？

我重新安装了网络驱动程序，但我的问题没有变化。
