apt-mirror总是想下载

apt-mirror总是试图下载~430MB（每天）。

更新应该有效，因为没有Internet访问的客户端每隔几天就会成功修补一次。

已经尝试过清理apt-cache，但没有改变。

预期结果为0 MB下载，每天实际结果为〜430MB下载。这对我很重要，因为我处理并评估日志。
